LTO launches “Citizen Charter” in Bicol

LEGAZPI CITY, Feb. 09 (PNA) - Land Transportation Office (LTO) Arturo Lomibao launched recently in Bicol the agency’s “Citizens Charter”, a program designed to attain a zero fixers goal following the strict implementation of the agency’s anti-red tape measure.

Lomibao at the launching ceremony held here said the program was piloted in Bicol and consequently to the 16 regions across the country.

The program will be next to be launched in Caraga, Davao, Cagayan de Oro, Zambonaga, Iloilo, Tacloban, Southern Tagalog, Northern and Central Luzon.

Lomibao said the success of this program would depend on the support of the public by reporting corrupt practices made by LTO employees.

Meanwhile, the LTO chief at the forum said 80 percent of road accidents that happened across the country are due human errors and reckless driving practices of drivers and non compliance of road traffic signages.

Most common traffic violations are over speeding, overtaking, swerving, using the cell phones while driving, drunk driving and driving under the influence of drugs, Lomibao said.

He said 20 percent of the traffic accidents are caused by bad road conditions.

Lomibao said road accident cases surge by five percent in the past five years. Road accidents reported reached 200,000 last year from 16,000 cases recorded the previous year.

With this, the agency pursued an advocacy campaign on road safety measures underscoring discipline, respect and patience while driving a vehicle. (PNA)
